What are Stem Cells?

At what age would one require the help of stem cell stimulus?

Age 35 would be the perfect time.  Prior to age 35 it is unnecessary for the body to have outside stem cell influence (unless dealing with disease) as younger skins have an abundance of stem cells, and cell proliferation is at its peak as is collagen production whcih peaks at age 35 with a decline thereafter. 

What stops Stem Cells from duplicating various tissues in the body, not just skin?
